After coming into force of the new revisions of the Law on Nuclear Energy, the Law on Radiation and the Law on Radioactive Waste Management and after adopting the new Law on Nuclear Safety, the legal status of the State Nuclear Power Safety Inspectorate (VATESI) was changed by establishing preconditions for the activity of the independent regulatory authority having wide-ranging powers to regulate and supervise nuclear and radiation safety, to perform activities with sources of ionising radiation in the nuclear energy area.

 

In 2012, three unusual events were registered at Ignalina NPP - the occupational exposure of Ignalina NPP employees and the contamination of the premises with radionuclides did not exceed the permissible limits, and the radionuclides were not released to the environment. On the International Nuclear Events Scale (INES) these unusual events were rated below the scale. The supervision of the nuclear and radiation safety of the finally shut down Units of Ignalina NPP, supervision of the decommissioning safety, radioactive waste management, including the construction and operation of the new nuclear facilities, the nuclear and radiation safety were the most important trends in the overall yearly activity.

 

Also VATESI, was involved in ENSREG “stress tests” activities, having evaluated the experience gained after the accident at Japan’s Fukushima Daiichi Nuclear Power Plant, worked out and approved the Plan for Upgrading Nuclear Safety. Pursuant to the Plan, the existing nuclear safety requirements and other legal acts will be revised, and, if necessary, the new ones will be prepared. To improve the nuclear safety at Ignalina NPP, the safety upgrading measures provided in the Plan will be implemented at Ignalina NPP in 2013-2014.

 

Last year VATESI experts provided consultations to Visagino Atominė Elektrinė UAB specialists on the issues of the evaluation of the construction sites of the new nuclear power plant, preparation of the technical specification of the nuclear power plant, its design and construction.

 

Moreover, the external assessment of the VATESI activity was undertaken for improving the quality of the public administration functions and preparations for the IAEA mission of the Integrated Regulatory Review Service (IRRS), which is scheduled in 2016, have been started.
