National Report on Implementation of Council Directive 2011/70/EURATOM in Lithuania submitted to European Commission

On 21 July 2022, VATESI submitted National Report on Implementation of Council Directive 2011/70/EURATOM of 19 July 2011 Establishing a Community Framework for the Responsible and Safe Management of Spent Fuel and Radioactive Waste to the European Commission.

Report presents detailed information how Lithuania implements safety objectives for nuclear fuel and radioactive waste management that are set out in the Directive and ensures the high level of nuclear safety in Lithuania's nuclear fuel and radioactive waste management facilities. Also, report contains updated information on new radioactive waste management facilities, management of radioactive waste, ionizing radiation sources and spent nuclear fuel, state supervision of mentioned waste management and changes in these areas over the last three years.

During the recent three years period, all spent nuclear fuel was unloaded from Unit 1 of the permanently shut down Ignalina Nuclear Power Plant (hereinafter – Ignalina NPP) and transported to a second spent nuclear fuel storage facility. VATESI issued a permit for the industrial operation of solid radioactive waste retrieval facilities from old storages and a licence for the decommissioning of Maišiagala radioactive waste storage facility. Also, repository for short-lived very low-level waste was constructed and Lithuania continuously implements Ignalina NPP's decommissioning (dismantling) projects. The new Development Programme for Decommissioning of Nuclear Power Facilities and Radioactive Waste Management for 2021–2030 was approved by the Government of Lithuania on 3 February, 2021. The program sets out strategic guidelines and specific measures to ensure the safe decommissioning of the Ignalina NPP and that all radioactive waste generated in Lithuania is and will properly disposed of to protect people and the environment from the harmful effects of ionizing radiation and not to leave an undeserved burden on future generations.
